The upload includes 'phpldapadmin_1.2.2-5+deb7u1_amd64.changes' whose filename includes the architecture name amd64, but does not include binaries for amd64. It is rejected to avoid filename conflicts with later buildd uploads.
It's a result of https://lists.debian.org/debian-dak/2017/07/msg00000.html , but I thought the check was currently disabled for exactly this reason (uploads of packages that only build arch-indep binaries still result in an _amd64.{changes,buildinfo}, rather than _all.*
