In this case, I would vote for using the same mechanism as currently used for all the other documents under www.debian.org/doc.

To get a manual updated on the Debian website, one just needs to upload a new version to unstable, and the rest is done auto-magic-ally :-)
Currently the latest and greatest version is automatically generated by Salsa on every git commit.

I have prepared (and tested) patches for both; attached.
