Some people might argue that if a GPU starts in 640x480 only with free firmware then there is no need to include the non-free firmware.

But that discussion is wider, and also encompasses Wifi-cards etc.
In the end, there will be only the version with non-free firmware.

2) Any work already done on git commits / Salsa?

No, not yet, but it will be one of my next tasks.
At the moment I'm preparing the automated weekly builds for live images again, which was turned off about a year ago. Then I'll focus on the content of the live image. The inclusion of firmware is very high on my list to implement. If you are willing to implement this (because you'll have the immediate benefit), please state so, and I'll focus on other topics :-)
