I took a look at the live-config code from tag: debian/4.0.4-1 and it appears that the default configured is UTC and if you want it adjusted then you need to do adjust with the boot parameter. The boot parameter can be configured when you build the image by using the boot menu accordingly and not in the chroot stage.
