To be honest, in every single message in this thread you have typoed the
path to the preferences file, and that was so distracting to me that I
didn't even notice you had ignored the documentation that says it is
config/apt/preferences and instead used config/chroot_apt. Here is that doc:

For future requests for support, please:

1. Read live-manual first before posting your to the list to ask for
help. You can save us all a lot of time by doing that. In this case, the
documentation said exactly where the file belongs, which you failed to
follow.

2. Proof your post for correctness of all information provided. Typos do
actually prevent people from understanding you.

3. Follow the advice in "Reporting bugs", especially providing material
from "Collecting information", whether you are actually filing a bug or
just emailing the list for assistance:
