It's not a package. It is a part of apt-utils, which the log excerpt you
showed was attempting to download.
It could be because your local mirror is broken and/or could be related
to the debootstrap bug #703146. While work is still ongoing to fix this
properly, you could try upgrading to debootstrap 1.0.47, then 'lb clean
--purge' and try building again. Also, check your mirror.
