No, that's all as it should be. We don't want services running in the
chroot.

That's the real issue. Please contact the maintainers of cdn.debian.net
(see http://wiki.debian.org/DebianGeoMirror for details) to have this
fixed. This host, 200.17.202.1, is not contactable and so should be
taken out of cdn.debian.net. To work around the issue, specify to lb config:
--mirror-binary http.us.debian.org
or some other suitable mirror.
