I think that's right, which would mean you could add material there in
config/binary_includes/, but ...

My recollection is that there was some discussion about this during the
live-build 2.x release cycle, a patch that was added to 3.x, some bug
was found, the patch was reverted, and that's the last I recall about
the issue. I'm hazy on details, but you could search the list archives ...

p.s. As I've said recently in another thread, 3.x is not ready for
non-developers yet.
