I've Lenny installed and I've done an customized LIVE USB image with Swiss German keyboard layout using these commands:
# lh config -b usb-hdd --bootappend-live "locales=de_CH.UTF-8 keyboard-layouts=ch" --packages-list xfce
# lh_build[/code]
An binary.img was successfully created, but if I boot from this image then I still have default US keyboard under xfce.

first of all, you're using live-config boot parameters. are you using
live-config, or are you rather using live-initramfs which is the default
on lenny? if not, please look up the correct parameters in the
live-initramfs manpage for lenny.
second, even if you are using live-config on lenny, then the value for
keyboard-layouts is wrong, on lenny, you need to use 'sg', not 'ch'.
so, in any case, not a bug in live-config (and not in live-helper
anyway; live-helpers job is to only pass the boot parameters through,
not act upon them).
