Bug#586766: cgi: offer an option to select default keyboard layout

Please offer a way to select default keyboard layout in the CGI
interface. A short note that tells one to use
live-config.keyboard-layouts=foo in --bootappend would be adequate but
you might want to consider a dropdown menu of layouts instead too.
