what's the use case for this?

{Install,Remove}_package() are only to be called for packages that are
needed during binary stage.

One particular use case is "-o Acquire::http::No-Cache=True" to get around issues with squid proxies. It would also be desirable to be able to set "--force-yes" here if some of the packages needed during the binary stage come from an unauthenticated source.
