Bug in package user-setup causes live-initramfs to fail adding a new user

Hello,

Today, doing the update of a live Debian OS at the testing level, I have found 
that the new image does not create the live user in the system.

Searching a bit more about that, it's the user-setup package issuing the 
command "chpasswd -e -m newpasswd"
That does not work because the passwd package is changed, and the command 
chpasswd has a test on the parameters -e and -m,
It says:

chpasswd: options -e and -m are mutually exclusive

I have sent a bug over the package user-setup,
