The release team binNMUs a 4 digit number of packages before a release
(and sometimes between releases in unstable) to get Extra-Source-Only
ideally down to 0.
Extra-Source-Only means we might even have our mirrors serve sources
of packages that were removed years ago due to "not distributable".
