Bug#1012172: lintian: warn about manual pages using \[en] (the en-dash – character) instead of double dashes -- prefixes

The yt-dlp manual page contains – characters (en-dash) (the \[en]
sequence in the manual page source) instead of double dashes,
consequently double-click in the terminal doesn't select the dash
character so you can't copy the full option and if you do copy the
en-dash character, it won't work when passed to yt-dlp, because it
requires double-dashes instead of en-dashes for long options.

This sort of issue does happen occasionally and is annoying to users,
so it would be great if lintian could warn about the manual pages.

It is potentially feasible for programs to use en-dashes for long
options but is almost never done, so overrides seem like the
appropriate way to deal with false positives.
