i'm now more confused than ever about this situation.  Apparently,
clearing this lintian warning in libgpg-error introduced #992573 (a
grave bug) despite my testing it locally and it seeming to work (perhaps
my test was on a merged-/usr machine?  i don't have the artifacts from
that test any longer to confirm).

The fact that silencing this warning in the expected way ended up
injecting a grave bug seems problematic.  The test probably needs more
thought and fine-tuning.
