Package: lintian
Severity: wishlist
Version: 2.89.0

Hi,

with all my packages (and I know that other DDs share this habbit), I place a debian/patches/README file into the source packages explaining about the patch naming scheme.

This debian/patches/README file should be ignored by the patch-not-forwarded-upstream lintian check.

```
I: <pkg> source: patch-not-forwarded-upstream debian/patches/README
N:
N:    According to the DEP-3 headers, this patch has not been forwarded
N:    upstream. Please forward the patch upstream and work with them to ensure
N:    the patch is included in the version control system and in the next
N:    upstream release of your package.
N:
N:    If this patch should not be forwarded upstream please put not-needed in
N:    the Forwarded header.
N:
N:    Refer to Debian Developer's Reference section 3.1.4 (Coordination with
N:    upstream developers) and Debian Policy Manual section 4.3 (Changes to
N:    the upstream sources) for details.
N:
N:    Severity: info
N:
N:    Check: debian/patches/dep3
N:
```

Thanks+Greets,
Mike
