Because lintian emitted the national-encoding tag for a bunch of
upstream files, I added a patch which fixes this.

Now lintian complains about that patch:

W: wml source: national-encoding debian/patches/change-national-encoding-to-utf-8.patch

IMHO files under debian/patches should be either completely excluded
from this tag or (less trivial) only the DEP3 headers in these files
should be checked for containing national encoding.
