DEP-3 says that "Forwarded: no" in a patch or a patch without "Forwarded" and without "Bug" indicates a patch that has not been forwarded upstream. For non-DEP-3 patches you could probably develop some heuristics; for example a URL or specific keywords (forwarded, sent, upstream) in the header probably indicates forwarded. Tag: patch-not-forwarded Info: According to the DEP-3 headers, this patch has not been forwarded upstream. Please forward the patch upstream and work with them to ensure the patch is included in the version control system and in the next upstream release of your package.
