Bug#913723: please confirm that dictionaries should move to section localization

Ok, I'm still curious about why? :)

I'd need to reread what I wrote, but what I was trying to convey was,
that they are supposed (or used? :) to be the ultimate authority on
the matter, in the same way as (in most cases) package maintainers
are on the packages they maintain. And in my mind that never precludes
others from proposing and argumenting when trying to improve or change
things.

And just to make this very clear, I am defintely *not* an ftpmaster,
and I was still proposing and giving arguments for changes. Of course
they might end up disagreeing with those. :)
