Like Chris, I don't care alot if it's an E or a W.

It seemed to me that there was broad consensus in the policy bug that
'#!/usr/bin/env perl' _is_ wrong, just that a "must" would have made
too many packages insta-buggy. So from my POV, keeping the severity
(and keeping just one tag) is fine.
