Bug#890959: lintian: inconsistent use of “header” terminology

The term “header” is used to refer to many concepts in Lintian source
code, data, and user-facing text. Some of these uses are correct,
others are not.

This leads to confusion when trying to interpret Lintian texts versus
standards and specifications.

Please restrict the term “header” to where that term is correct, and
choose a more accurate term otherwise.
