Yes, this makes sense.

This issue was spotted after attempting to translate descriptions of binutils *-dbg
packages by using DDTSS.
Packages with empty extended description are not handled properly by DDTSS and
fetching them causes some troubles (translation interface is quite broken). For
reference, see [1] and [2] (login required).
Maybe the assumption that packages with empty long description would never reach
the archive was made.

I clone&reassign this bug so that @l10n-devel folks will be informed about this
problem.
