Note that this only applies to Automake, so we'll need to be sure that
Automake is in use (in other words, I think packages that just use
Autoconf without Automake, like INN or OpenAFS, aren't affected).
Checking for the presence of Makefile.am at the top level should be
reasonably reliable.
