The PTS and DDPO is the only user that I'm aware of, but someone else may
have found it.  Communicating the information to the PTS and DDPO was the
original reason for the file.

Yeah, good idea.

Probably up to the QA folks if they want a separate file under a different
name, but last time I changed the format (to add the additional tag
types), it was apparently fairly easy to change the consumers.
