Bug#253012: [checks/scripts] check all /bin/sh scripts for bashisms

I don't know. I mentioned in debian-devel roughly what I think needs to
happen for it to be implemented, namely:

What needs to happen from the lintian perspective is to refactor
check/scripts to pull the code for checking for bashisms into a
module, and then apply that same code to check other shell scripts and
to the (detabbed) shell constructs in debian/rules. Getting the
interface to the module right may be a little tricky.

When I have time to work on lintian, I generally fix all bugs with a
severity higher than wishlist first and then pick a few wishlist bugs at
random that I feel like working on and tackle them. I don't have any plan
in advance for when I'm going to work on any particular bug.

It's fairly certain that this bug won't be fixed by me within the next
couple of weeks since I won't have much time to work on lintian for that
time period.
