Bug#463913: lintian: Miscounts line length when unicode characters are involved

Hi,
As best I can determine, Lintian was complaining about a changelog line
being too long, when it was 77 characters long, but it contained three
unicode characters in it. I'm guessing it was counting the unicode
characters as two characters each.
