I'm going to just remove this tag from lintian entirely. Given that Perl
5.10 is coming soon and the empty directories don't cause problems, just
untidiness, I think it's better to have maintainers just leave the
directories for right now rather than possibly introducing FTBFS problems
by trying to fix it. The Debian Perl Group has good internal procedures
for testing things and can fix this for our packages, but since the real
bug is in Perl, I think the average maintainer is best off just ignoring
it until the bug is fixed there.
