Lintian doesn't warn only about things that are Policy violations.

This could be one of the exceptions due to the experimental upload, but at
this point, being sure to rule out an upload that only went to
experimental nearly two years ago doesn't seem particularly compelling.
(Indeed, at this point you could drop the version qualification entirely,
given that the version is older than the one in stable.  After the lenny
release, it's definitely historical.)

I suppose we could add an exception for apache2-threaded-dev, but it
doesn't really seem worth it.  This check has been very useful for making
backports easier and it's rare that it's wrong to drop the -1 in the
version number.
