I've been playing with a check for this, which mostly seems to work.
Perhaps unsurprisingly, debconf itself throws up quite a few false
positives as debconf-apt-progress makes use of a number of templates
which are otherwise unused. If desirable, debconf could be exempted from
the check, as it is from some of the other checks.
