Bug#131347: marked as done (lintian could check for -dev package dependencies.)

There are many -dev packages which do not declare dependency on
necessary -dev packages.

It might be nice to issue warnings on lib*-dev packages which 
have Depends: line with no lib*-dev dependencies against 
those which are in Build-Depends.

That kind of check will help catch the likes of
libpng2/3/libqt problem.

Per previous discussion, closing this bug due to the number and apparently
unavoidable nature of false positives from library dependencies used only
for the build or by another part of the package that shouldn't translate
into runtime dependencies.  If anyone has an idea for performing a check
like this without the problems noted in the bug discussion, feel free to
open a new bug or reopen this bug with the specific details.
