Bug#394419: lintian: Not-stripped error doesn't mention policy section and isn't needed with nostrip

The source package should support nostrip to generate a package with
unstripped binaries, but the resulting binary packages still violate
Debian policy themselves and shouldn't be uploaded as is.  It doesn't feel
right to me to have the output of lintian depend on environment variables
like DEB_BUILD_OPTIONS.  For example, this would mean that lintian
wouldn't catch a mistake by a maintainer in leaving DEB_BUILD_OPTIONS set
in his environment after debugging a problem and uploading the resulting
packages to Debian.
