However, this is not actually an error, as zsh installs an alternative
in both /bin and /usr/bin.

This was explicitly requested by the zsh maintainer. See:
<http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=360534>
The implication, I assumed, was that eventually /usr/bin/zsh may be
dropped.
