The explanation of depends-on-essential-package-without-using-version
reads
The package declares a depends on an essential package i.e. dpkg
without using a versioned depends.
The "i.e." should be a "e.g.", and according to the rules known to me
the punctuation should be "... package, e.g. dpkg, without ...", but
there may be other rules in use as well.
