Here I do have an opinion: Currently, only (7-bit) ASCII is catered for.
_if_ people decide to put 'strange' characters there, I think consensus
is quite clear it should be UTF-8, at least, I've so far seen nobody
even stating he disagrees, which is quite a feat withing Debian.
