The message:

E: monodoc-base: unknown-control-file netlibs

this message shows two problems:

a) it should be a warning per-se (not violating the policy, AFAICS, see
   Appendix B.2
b) .netlibs is .NET pendant to .shlibs files, please add this string to the
   whitelist
