Additional po-debconf check (Was: Re: lintian: r23 - in trunk: checks debian)

Please simply provide a wrong and a good package, both using the feature
(like, in this case, POTFILES.in), but one doing it right, and one doing
it wrong as you intend to check for. Simply a good and a wrong package
already helps a lot, since I've no experience in how correct po-debconf
packages look like, and especially how incorrect ones look like.

The testset/* directories are all regular packages, possibly you can
update one or more of them to make sure as few packages as possible are
needed for the tests. They work just like normal packages.

Currently none of them use debconf, for example both 'binary' and
'maintainer-scripts' could be enabled to use debconf, one correctly, one
wrongly.

I'll look into your patch soon.
