I discussed this bug briefly with Branden Robinson via IRC, and this
bug can be implemented: any use of /usr/X11R6 may cause an error.
Notable exception is the "X Window System" itself, and in policy
explicitely fonts are named which SHOULD be in /usr/X11R6.
So, I think this can be implemented:
/usr/{lib,bin,include}/X11: error (11.8.7), should install in
/usr/X11R6, to which it is symlinked.
/usr/X11R6/*: Warning (11.8.7) unless /usr/X11R6/lib/X11/fonts (for font
packages are requied to be there)
(having only symlinks should be OK imho, as that is probably just for
backwards compatibility's sake)
And probably add an exception in lintian for source package xfree86, as
this is the source package for the "X Windows System" as referenced by
Policy.
