It looks like if the license for Tor is compatible with the GPL, then
you are fine.  If the license for Tor is incompatible, but is one of
the 28 licenses they list, then it is also fine.  Looking at the
copyright file for the latest version of Tor in Debian

it all looks compatible with the GPL.
