Thank you; it was a helpful read.

I looked at a few of the source packages which depend on libssl. The copyright
file for vsftpd has:

> under the GPL v2 remain intact.

Which I assume is acceptable for legal purposes even though this exeption
appears in none of the source files.

also implies putting the exception only in the licence is ok, so I will suggest
that to the author of the software.
