It depends on upstream's interpretation of the clause 1 and 2.
Possible interpretations I can think of:
1.
1.1. Every user must perform a ceremony to celebrate Yogini Joglekar
1.2. The dedication may not be removed (amounts to an invariant section)
2.
2.1 Every user must contact the author and thank them
2.2 Copyright/license notices must be preserved (seems fine)
All of these seem non-free except 2.2 but none of them are probably
what is actually on the author's mind.
