I'm no expert, but there doesn't appear to be any permission to
modify, trivially non-free.

The upstream website says that the font is included in Debian already,
that sounds like an RC bug.

License proliferation is bad, it would be great if upstream could use
a more common license.

I would suggest they simply distribute the dedication to Yogini
Joglekar in a zip file along with a README suggesting that
distrubutions include this dedication in their package descriptions,
which would make it non-binding but strongly encouraged.
