Is it a loophole that I am not compelled to give Sarah my modified
Iceweasel's source code if I let her use my laptop's copy?

I don't think it is.  The point of the AGPL seems to be to dress up
compulsary distribution to users like that in phrases like "ensure
cooperation" which are absurd if you think analyse them.
