You are always free to upload a package, as long as the Legal file documentsall known legal issues (and it is in fat legal for you to distribute it).The job of determining if the work meets the DFSGs belongs to theftpmasters. Debian-legal exists to discuss the issues, which is hoped toassist the ftpmasters in making their decision. My understanding is that theftpmasters are accepting packages using the GNU GPL v3. They apparently feelthat it meets the DFSGs.
