Before reading the license terms in detail, I gave a look at the FSF
license list[1], which states:

| Artistic License 2.0
|
| This license is a free software license, compatible with the GPL
| thanks to the relicensing option in section 4(c)(ii).

That is to say: according to the FSF, the Artistic License 2.0 is
compatible with the GNU GPL.  This should guarantee that the license
meets the DFSG, I would say.
