Reporting a serious bug is definitely correct.

I just reported a bug for this. Hopefully I didn't make any mistakes
and it'll eventually show up in bugs.debian.org

# To: submit@bugs.debian.org
# Subject: cdrkit seems to have undistributable license
#
# Source: cdrkit
# Version: 5:1.0~pre4-1
# Severity: serious
#
# The current license of cdrkit (which was recently forked from cdrecord) seems
# to be GPLv2 + additional restrictions.
# ...
# ...

Be sure to mention that there are two possible ways to
resolve this.

The clause is GPL-incompatible, but Joerg#1 said that
cdrecord was GPL. If his public statement controls, then
we can just remove the crud.

If his public statement does not control, then we need
to go back to code which does not contain such crud.
