That is indeed one requirement - the bit which says "If the standard
version of the Python programming language is modified, this should be
clearly indicated.".
But as I read it, there is also a blanket requirement to get permission
for commercial distribution. The policy states: "For commercial
distributions, contact the PSF for permission.", (with "permission"
being permission to "[use] the word 'Python' when redistributing the
Python programming language"). This is a complete, standalone,
unqualified sentence, and therefore applies to all commercial
distribution, including people selling Debian CDs.
