No, IMHO it's one of the typical uses of the freedoms the GPL explicitly
grants.

If he has changed the document to contain more up-to-date information,
wouldn't it be misleading to *keep* the title?

That's not very friendly, but friendliness is not required by the GPL.
It's also how life is - most forks start with being not friendly, and
many finally-not-forks which get reintegrated start that way, too.
