And, even if that's not the case, the development process itself would tend to guarantee that any significant GPLed works are derivatives of other GPLed works.

So you'd still be allowed to distribute them.
What was the question?

If you want to know if you are allowed to distribute GPL'd binaries, yes, you are, because the GPL (which is the "computer program use license contract" under 9609/98) grants to the licensee the right to redistribute. The GPL imposes, though, some conditions (section 3) that you must meet so you can redistribute the binaries.
