* the package is entirely released solely under the license you posted
* the package's source code is available
* there are no other legal issues (such as actively enforced patents,
restrictions due to trademarks, ...)
* the package does not depend or recommend packages outside of main
then I think it can be included in main (at least from freeness and
legal points of view: you still have to comply with other Policy
requirements, of course!).
