Apart from "mere aggregation", the GPL TERMS AND CONDITIONS say
nothing about applications.

"How to Apply These Terms to Your New Programs" (that talks about
"proprietary applications") may be binding in the GNU Republic but
who cares?

According to IBM, for example (General Programming Terms):

    Application program

        A collection of one or more programs cooperating to achieve
        particular objectives, such as inventory control or payroll.

Combined work is not a derivative work of its components. Combined
work is protected as a compilation (at best, if at all) and falls
under "mere aggregation".
